(1) In order to enlarging open the outside's step, improving investment environment, absorbing more and more foreign businessman put investment in Yishui,We according to national's,province's city's Preferential policy,combine our county's reality.
(2)The math of Reduction Fee
1.For land using by foreign in Vestor,the compound.developing fee and using fee plused is 2-10 Yuan RMB/m2 per year.For a foreign investor who has handed over the land developing fee at one time or has developed. the land at its own expense,the land using fee,shall be not more than 2Yuan RMB/m2 per year.For a foreign invested export product enterplise with export products value takes more than 60% of its total  products value the same year)a Foreign investedenterprise with advanced technology, agricultural,forest husbandry,filsery developing entrprise or a township or a  village level enterprise,the and using fee shall be exempted for 10 years, and for foreign invested such projects as scientific research,cultural education , or medical establishment,etc.The land using fee shall be expemped for 10 to 15 year.
2.For infrastrustur projests in a foreign invested enterprise, the basic facility completing fee and the programming fee shall be exempted.A foreign invested enterprise shall be given priorities in supplyings of raw materials,water,power,coal,steam,heat, transportation,and communication facilities,which shall be charged same as the state - owned enterprises.The new increase electric power target shall be preferentian 20% per KV to buy the power capacity. The telphone equip fee and pipeline fee shall be preferentian 40%.
3 Foreign Invested enterprise import equipment,the local inspection additional fee  shall be exempted.The wealth identify fee shall be charged according national's lowest standard.
(3)Tax preferential
1. For a foreigh invested enterprise,scheduled to operate for a period of 10 years or  more, from the date of investing,the entrprise income   tax shall be exempted for 3 years,
from the 4th year,ask for tax according 10%.
2.For a foreign invested enterprise, the export goods will do according nation's repay income tax regulation.
3.In our county,for a foreign invested enterprise,sall be not charged townland using tax,fixed asset investment tex,certificate change tax.
(4) land using right will be payment. For new founded foreign invested enterprise,it  may obtain the land using tight at one time, industrial land using time limit shall be 50 years, residence land using time limit shall be 70 years,when pay the price of the using right at one time shall be preferentian 30%. If it is difficult to  pay for at one time,the first time shall be not less to 50%,the second time will be pay off all.
(5) Give it priority in loan granting
1.When a enterprise account, it have a right to select bank, the fund shall give it priority in loan granting.
2.When enterprise obtain credit,it may from mortgaging fund and asset,and other and international forms.
3.After approving by bank, foreign invested enterprise may issue internal stock and  debt certificate.
(6)Preferential Treatment in profit sharing.
1.Energy resources, traffic,water conservancy and high - new quality technical projects and product - exported enterprise invested by the Foreigners that registered capital is
over 50% in Yishui county, we will give 10 - 15% of divided profits to foreign invertors
for 5 years running.
2.For a foreign invertor who runs processing with material and assembly with parts  provided and compensation trade in Yishui , in addition to the implementation of the  artices stipulations in "Shang Dong Provincial Regulation for Processing with Material  provided, Assembly with parts or Elements provided, and compensation Trade", the foreign
 partner will be given a preferential treatment in profit sharing and buy - back  products proportion, etc.
(7) To simplify approving formalities, the approving bureau should answer the request on the day the request papers received.
(8) Encouraging Policy
1. For person or unit at home or abroad the introduces a foreign invertor to run "San Lai Yi Bu"business in Yishui, the person or unit shall be given a commssion of 0.5%, For "San Zi" the commission will be given by chinese partner from the profit.For wholly foreign - owned  enterprise the cmission will be given by the county government in a month after examining the capital for  "San Lai Yi Bu" the commission will be given by the chinese undertaking partner from the profis.
2.For the town department or enterprose that set up a enterprise with foreign capital U.S.$100 thousand at least a reward of 6% will be given to the those who have rendered service. To those with foreign capital of over U.S$ 1 million the reward will be doubled. The reward will be given from the profit of chinese partner.
3. For those who introduce low interest loan to our county, a commission of 0.4%,0.6%,0.8%
will be given according to the term of 2 - 5years, 6 -10 years or over 11 years.
4.For the foreign investor who run enterprise or public welfare service the investor's name can be called as the enterprise's or sevice's name.Those who have high contribution will be confered the title Honour Citizen of Yishui County, moulded inscribed on a tablet and in the Yi Shui History.
(9) The prosent law comes into force on the date of promulgation. The power of explanation is vested in the Foreign Economics Relation and Trade Comission of Yishi County.
